Is there a way to limit bandwidth for a sub domain or cPanel account for one of our domains?

CPanel allows you to set the bandwidth limit for each account, once you reach the bandwidth limit, cPanel will automatically suspend the account. Another way to control bandwidth usage is to install mod_bandwidth, with mod_bandwidth you can set the maximum bandwidth rate (ie, 1 Mbit / s) per hosted account, however, this is not very common and not recommended.
